Short answer: A Bali villa owner should collect every bukti potong issued for a relevant payment or receipt, together with the underlying invoice, contract, payment evidence and transaction reference. Do not treat a bank receipt, management statement or withholding calculation as a substitute. The responsible tax adviser should confirm whether a document is required, who must issue it, and how it may be used.

What a bukti potong record proves

A bukti potong is evidence connected with tax withheld from a payment or income under an applicable Indonesian arrangement. In practical bookkeeping, it is not simply a receipt. It links a transaction to the parties, the amount used for the withholding calculation, the amount withheld and the reporting or payment record associated with that withholding.

The exact form, electronic system, fields and treatment depend on the transaction, the parties involved and the responsible taxpayer. A villa owner should therefore avoid assuming that every supplier invoice creates a bukti potong, or that every deduction shown by a management company is a valid withholding document. Those are questions for the responsible authorised person or licensed tax adviser.

For accounting purposes, the document has three jobs:

The record should be retained in a way that makes the transaction retrievable by month, payer or recipient, property, invoice number and document reference. A folder containing unnamed screenshots is difficult to review even when the underlying payment was genuine.

Who this applies to

This guide is for owners and operators who receive villa rental income, use a management company, pay service providers, engage contractors or make payments where another party may have withholding responsibilities. It is also relevant to a PT or other business entity whose villa records need to be handed to a separate tax-compliance team.

It applies whether the owner keeps the books personally, uses a property manager or receives monthly reporting from a bookkeeper. It does not decide the owner’s tax status, the correct tax category, the applicable rate or whether a treaty or exemption is available. Foreign ownership, entity structure, residency and payment direction can change the questions that need to be answered.

It is especially useful where:

Documents to collect each month

Start with a monthly evidence register rather than waiting until a filing or annual review. The register can be a spreadsheet or accounting-system schedule. Give each item a unique reference and record whether the document is received, incomplete, under review or not applicable.

Tax payment or reporting referenceReceipt or reference supplied by the responsible party, where relevantHelps the adviser verify the chain of evidence
Exception noteMissing document, name mismatch, duplicate or unresolved differencePrevents unsupported assumptions

Keep the original electronic file where possible, not only a printed version or cropped image. Preserve the file name, download date and source. If a management company sends a PDF, retain the email or portal message that establishes who supplied it. If the document is corrected, keep the superseded copy marked as replaced rather than silently deleting it.

For a villa portfolio, include a property code and entity code. A single owner may have several properties, bank accounts or management agreements. Without those identifiers, a correct document can still be attached to the wrong activity.

How to review a document before filing it

A bookkeeping review is a completeness and consistency check, not a tax opinion. Compare the bukti potong with the surrounding evidence in a fixed order.

  1. Identify the parties. Check the legal or registered name and taxpayer identifier against the contract, invoice and agreed payer. A familiar trading name may not be the same as the entity that made the payment.
  2. Match the transaction. Confirm the service description, invoice number, booking or management statement reference and period. Do not attach a document to a month solely because its issue date falls in that month.
  3. Trace the amounts. Compare the gross amount, withheld amount and net amount with the invoice and bank movement. Differences may arise from several invoices, foreign-currency conversion, refunds, reserves or fees, so document the explanation.
  4. Check duplicates and replacements. Search by document number, date, payer and amount. Mark a corrected document clearly and ensure the old version is not counted as a second item.
  5. Record the open question. If a name, amount or transaction period does not match, place it on an exceptions list for the responsible person. Do not repair the evidence by editing the PDF or inventing a journal entry.

Where a management statement contains a withholding line but no bukti potong, ask the manager to identify the document source and responsible issuer. Where the owner receives a document without a matching cash movement, ask whether the payment was netted, paid by another party or recorded in a different account. These questions preserve the distinction between an accounting discrepancy and a tax conclusion.

Illustrative IDR worked example

The following is an evidence schedule only. It illustrates cash movements and reconciliation arithmetic; it is not a tax calculation, a completed tax return or a statement that a particular withholding treatment applies.

Assume a management statement for one villa shows a gross owner-related receipt of IDR 18,000,000. It lists a management deduction of IDR 2,700,000 and a separate amount identified as withholding of IDR 1,800,000. The bank account receives IDR 13,500,000.

Illustrative cash bridge for one monthly statement
ItemCash movement or evidence amount
Gross amount shown on statementIDR 18,000,000
Less: management deductionIDR 2,700,000
Less: amount identified as withholdingIDR 1,800,000
Net bank receiptIDR 13,500,000

The arithmetic is: IDR 18,000,000 minus IDR 2,700,000 equals IDR 15,300,000; IDR 15,300,000 minus IDR 1,800,000 equals IDR 13,500,000. The owner should collect the statement, the management invoice or contract, the bank entry and the bukti potong supporting the IDR 1,800,000 line if one is required and issued.

This schedule does not prove that the deduction is correctly calculated or that the amount can be credited, claimed or treated in a particular way. It only shows what documents should be connected and where a missing document would prevent a complete review. If the bank instead received IDR 14,400,000, the unexplained difference would be IDR 900,000 and should be listed as an exception rather than forced into the withholding line.

What owners get wrong

Correction one: “The bank statement is enough.” A bank statement proves that money moved, but usually does not identify the legal basis, gross amount, withholding party or document number. Keep it as payment evidence, then link it to the invoice, statement and bukti potong.

Correction two: “The management company’s net payout is the taxable amount.” A net payout may reflect commissions, reserves, refunds, withholding or other deductions. Reconcile the gross activity and each deduction separately. Ask a tax adviser to determine which figures matter for the relevant tax analysis.

Correction three: “A screenshot with a number is a bukti potong.” A screenshot may be useful interim evidence, but it may omit parties, status, period or authenticity details. Request the complete document or official electronic record, retain the source and mark the item as pending until reviewed.

Responsibilities and service boundaries

The owner or authorised manager should provide complete source records and confirm the commercial facts. The bookkeeper can organise the register, match documents to transactions, reconcile cash and flag missing or inconsistent evidence. A tax consultant or other responsible authorised person should determine the applicable treatment and any required preparation or submission.

Monthly bookkeeping does not automatically include tax-return preparation, tax registration, submission, representation or an opinion on withholding. Those services require a separately agreed engagement. Bali Accounting’s tax-compliance service can be considered when the records need to move into a separately scoped review. For role clarity, read what a bookkeeper and tax consultant each do.

When onboarding a new bookkeeping process, an adaptable plan may begin with the current month, then work backward through earlier periods that affect open balances or outstanding documents. The sequence depends on record quality, account access, property count and responses from third parties; it is a planning approach, not a guaranteed turnaround time.

Printable monthly bukti potong checklist

Print or copy this list into the month-end folder. Add a column for owner, date requested, date received and exception status.

  1. Label the month, villa, entity and bank or management account.
  2. Download the complete management, platform and booking statements.
  3. Collect invoices, contracts, credit notes and refund evidence for related deductions.
  4. Download bank statements and mark each relevant payment or receipt reference.
  5. Request each bukti potong that the responsible party says has been issued.
  6. Record document number, issuer, recipient, date, period, gross basis and withheld amount.
  7. Match the document to the underlying invoice, statement and cash movement.
  8. Check names, taxpayer identifiers, currency, amounts and transaction periods.
  9. Search for duplicates, cancelled documents and corrected replacements.
  10. Prepare an IDR or foreign-currency reconciliation schedule without changing source documents.
  11. List missing or inconsistent items with a clear question and named person to answer.
  12. Save original files, source messages and final reviewed versions in a controlled folder.
  13. Send the evidence pack and exceptions list to the responsible tax adviser where advice or preparation is separately engaged.

A useful folder structure is “01 statements”, “02 invoices”, “03 bukti potong”, “04 payments”, “05 reconciliations” and “06 exceptions”. Use consistent file names such as date, property, counterparty and document number. Do not store private credentials in the evidence folder.

Owners who want help designing a repeatable record pack can use the Client Advisory route to discuss scope. The discussion should establish whether the need is bookkeeping, document preparation, tax compliance or a combination of separately defined services.

Frequently asked questions

What is the difference between bukti potong and a payment receipt?

A payment receipt shows that money was paid or received. A bukti potong is a withholding-related document that connects a transaction with the parties, amount and withholding information. Keep both when relevant; one does not automatically replace the other.

Should a villa owner request bukti potong from a management company?

Ask the management company which deductions involve withholding and which document supports each one. Whether a bukti potong must be issued depends on the transaction and responsible party, so the tax adviser should confirm the requirement rather than relying on the statement label alone.

What if the document arrives after the month-end close?

Keep the transaction in the month supported by the underlying accounting records, and add the late document to the exception or subsequent-receipt register. Do not alter the original file date or assume the later receipt changes the transaction period.

Can a screenshot be retained as evidence?

Retain it as interim evidence if necessary, but request the complete source document or official electronic record. Record where it came from, when it was downloaded and what information is missing. A tax adviser can decide whether it is sufficient for the intended purpose.

Does monthly bookkeeping include submitting withholding documents?

Not automatically. Bookkeeping may organise, reconcile and flag records. Tax preparation, filing, payment, submission and representation require a separate scope with the responsible authorised person.
