Indonesia Foreign Worker Permits and OSS: September 2026 Update
Understand the September 2026 OSS, SIAPkerja and All Indonesia announcement, distinguish processing targets from approvals, and verify employer requirements.

Source check: 5 October 2026. Indonesia foreign worker permits are the subject of a significant digital-service announcement made on 9 September 2026. Three ministries agreed to connect OSS, the manpower system and Immigration's All Indonesia system. The announcement is important for foreign-investment companies and employers, but it is not evidence that every application now has an unconditional five-day approval. This article separates the confirmed announcement from implementation details that still need checking.
What the ministries actually announced
The Ministry of Immigration and Corrections published its account of the signing of two joint decrees on 9 September. It described integration between Online Single Submission, the manpower service system and All Indonesia, intended to unify data and provide greater certainty for investors. The ministry's account is the primary source for the cooperation itself. It does not provide a complete live-user manual or establish that every applicant has already moved to a new interface.
ANTARA's report from the same date adds the stated service ambition: approximately four to five days, with implementation planned for the end of September. It says the ministries retain their respective responsibilities. As of our source check, the materials reviewed establish an announcement and planned implementation date, not independently verified evidence that the entire integrated workflow is operational for every case. Confirm the applicable route with the authorities before submitting.
One entry point does not mean one legal permission
Foreign employment crosses company, manpower and immigration processes. RPTKA concerns the foreign-worker utilization plan. VITAS is a limited-stay visa, while ITAS is the limited-stay permission associated with residence. ITAP concerns permanent-stay permission where applicable. These are not interchangeable labels for one universal work permit. Connecting their data does not make an unsuitable role eligible or convert a visitor's permission into employment authorization.
A useful way to understand the announcement is to distinguish the application interface from the decision. OSS is intended to be the entry point; the relevant agencies still assess the matters within their authority. An employer should therefore ask both where to submit and what approvals its particular arrangement requires. Do not infer eligibility from a portal's willingness to accept an upload, a receipt confirming payment or an application's status showing that documents were received.
How employers can prepare a consistent file
Start with an internally agreed description of the proposed role, employer, location and timing. Then have a qualified adviser check whether the arrangement fits the applicable requirements. Names, company identifiers, passport details and the role description should be consistent across the documents. The purpose is accurate preparation, not finding a convenient category whose title sounds close enough to the work.
- Identify the responsible company administrator and professional adviser.
- Confirm the intended position and actual activities before choosing the application route.
- Check the company information held in the relevant systems against current documents.
- Prepare a controlled document list, with dates and a record of what was submitted.
- Keep government receipts, application references and requests for clarification together.
- Ask how an existing application is treated during a transition rather than opening duplicates.
These are administrative preparation steps, not a list of legally sufficient application documents. The relevant authorities or qualified adviser should confirm the actual checklist. A standardized file helps people discover inconsistencies early, but it cannot certify the suitability of the position or guarantee approval.
Read the five-day headline carefully
The reported processing ambition should not become a promise in an employment offer or travel schedule. An incomplete file, additional questions or a case outside the expected route can affect timing. Separate preparation time from the government's processing period and ask when the relevant clock begins. Until formal instructions clarify the live process, a published target is not a reliable reason to arrange an irreversible start date.
For a villa operator, this distinction can affect recruitment, staffing budgets and supplier commitments. Prepare a budget that shows the assumptions behind the proposed start date, and identify which commitments can wait for the necessary approvals. A management forecast can illustrate the effect of a delay without pretending to predict an immigration decision. Keep actual payments separate from unapproved estimates.
What foreign staff should ask their employer
Ask which permissions support the proposed role, who manages the application, what remains pending and when you may begin the relevant activities. Obtain the actual approval and conditions rather than relying on a screenshot from a conversation. If the duties change after arrival, ask for professional review before assuming the existing permission covers the new work. Residence in Indonesia and authorization for a particular activity are related but distinct issues.
A planned systems integration also does not establish a blanket requirement for all current permit holders to reapply. Follow official transition and renewal guidance for your circumstances. Retain your current documents and any official notices. Where several advisers or administrators are involved, nominate one person to maintain the complete status record so that a change is not lost between separate inboxes.
Digital administration and business records
The practical lesson for businesses is disciplined data, not blind automation. A digital register can track references, document versions and reminders, while qualified people review eligibility and authorizations. It should not expose passport or staff details in a public dashboard. Access, document transmission and retention should be agreed with the responsible professionals and the business, not improvised through a public website form.
Bali Accounting can organize supplied staff-cost records and company bookkeeping within an agreed engagement. It does not obtain work permits, represent clients in immigration matters or replace employment and legal advice. Our payroll-record tracking service describes these boundaries. The PT PMA bookkeeping page explains a factual records handover, and the monthly villa finance example illustrates management information rather than statutory approvals.
Questions to take to the appropriate authority
Is the integrated route live for my case? Check the current official service instructions. The September announcement alone cannot answer every implementation question.
Does integration remove employment checks? The reviewed reporting says the ministries retain their respective authority. Do not treat an interface change as deregulation.
Can we promise approval within five days? No. The reported target does not establish a guaranteed outcome for every application.
Who advises on eligibility? Immigration, the relevant manpower authority and an appropriately qualified professional—not this bookkeeping journal.
Sources and next checks
Read the ministry's 9 September 2026 announcement and ANTARA's report of the processing target and planned rollout. Recheck current official instructions before acting. This is dated general information, not immigration, employment, legal or tax advice. For a separate bookkeeping discussion, use our enquiry page; no visa service is offered or implied.
Keep permit administration separate from payroll bookkeeping
An announcement about system integration does not establish that an individual employer or worker has completed the necessary process. Retain the actual correspondence and current instructions from the responsible provider. A processing target in a news report is not a guaranteed approval date.
The bookkeeping file should distinguish authorized staff-cost schedules, recorded payments and the supporting documents supplied. If a fee or reimbursement is recorded, keep the invoice and purpose identifiable. Payroll record tracking cannot confirm employment eligibility, calculate every statutory obligation or replace a permit application. Agree who handles those professional responsibilities and which factual schedules the monthly owner report should include.
