PHR tax Bali villa records should show what guests were charged, what the villa received, what a platform or manager retained, and what amount was separately identified for local accommodation tax. The frequently repeated “10%” description is not a substitute for checking the applicable local rules, taxpayer, property activity and filing position with a qualified Indonesian adviser. Your bookkeeping job is to preserve a complete, traceable evidence trail.

This guide focuses on records and questions, not a tax calculation or filing walkthrough. PHR is commonly used to describe a local hotel or accommodation tax context, but the exact treatment can depend on the operating structure, location, booking channel, invoices and current official guidance.

Who this applies to

This article is for owners, operators and managers of Bali villas who need to organise evidence before discussing PHR-related obligations with the responsible authorised person. It is particularly useful where:

It also applies when the owner is unsure whether a charge is the villa’s revenue, money collected on behalf of another party, a refundable deposit or a separately presented tax amount. Those distinctions should be documented, not guessed from the amount that reached the bank.

What PHR records need to establish

A useful file connects four views of the same activity: the booking, the charge to the guest, the settlement by the channel or manager, and the final bank movement. If one view is missing, the record may still be usable, but the open question should be visible.

Evidence to connect for each booking or settlement
EvidenceWhat it should showControl question
Reservation or guest folioDates, property, guest charge, cancellation and refund informationDoes the stay belong to this villa and period?
Tax or fee presentationWhether a local charge was separately shown, included or absentIs the description supported by the booking document?
Platform settlementGross booking value, commissions, adjustments, reserves and net payoutCan the net payout be bridged to the booking total?
Management statementRevenue allocation, management fee, expenses, tax-related deductions and owner amountAre deductions supported by invoices or contractual terms?
Bank statementActual receipt, payment date, currency and accountDoes the receipt agree to the settlement after timing differences?
Payment or filing evidenceReference, date, amount and responsible taxpayer where applicableCan an adviser identify what the payment relates to?

Keep the original platform export where possible, not only a manually edited summary. Preserve invoice numbering, booking references, cancellation notes and the date the report was downloaded. For direct bookings, retain the guest invoice, payment processor report, bank receipt and any correspondence that explains a change.

For an explanation of related monthly evidence, see Bukti Potong for Villa Owners: Monthly Records to Collect. If the management company collects money, compare its statement with the practical distinctions in Management Company Tax Withholding Bali.

Separate the booking value from the bank payout

A common error is to treat every bank receipt as the taxable or reportable booking amount. A platform may deduct commission, refund a guest, hold a reserve, convert currency or settle several reservations together. A manager may collect guest money, pay suppliers, deduct its fee and remit only the owner’s share. The bank statement therefore answers “what arrived”, not necessarily “what the guest was charged” or “what the villa earned”.

Build a settlement bridge with one row per booking or settlement batch. Include the booking reference, stay or service period, gross guest amount, separately described tax or fee, refunds, platform charges, management deductions, reserve movements, currency and net amount. Mark whether an item is supported, awaiting evidence or explained by timing.

Do not net away a deduction merely because it never touched the villa bank account. Whether a charge is presented as a reduction of revenue, a cost, a liability or an amount collected for another party is a classification question for the responsible accountant or tax adviser. The bookkeeping schedule should show the underlying movement and the basis for the proposed treatment.

For platform-specific work, the guide Bali Airbnb Bookkeeping: Reconcile Airbnb and Booking.com Payouts explains why reservation data and payout data must be reviewed together. For direct payments, retain processor settlement reports as well as bank statements.

Illustrative IDR worked example: a settlement bridge

The following is an illustrative cash-movement schedule only. It is not a PHR or other tax calculation, and the figures do not imply a legal rate or treatment.

Illustrative three-booking settlement in IDR
MovementAmountRunning explanation
Guest booking A received by platform18,000,000Gross booking evidence
Guest booking B received by platform12,000,000Gross booking evidence
Guest booking C received directly10,000,000Direct payment evidence
Less: platform commission on A and B(1,500,000)Platform statement
Less: guest refund on B(2,000,000)Refund record
Less: manager-paid approved supplies(1,000,000)Supplier evidence and manager statement
Net cash received in the owner bank account35,500,00018,000,000 + 12,000,000 + 10,000,000 - 1,500,000 - 2,000,000 - 1,000,000

The arithmetic is: IDR 40,000,000 gross bookings less IDR 1,500,000 commission equals IDR 38,500,000; less IDR 2,000,000 refund equals IDR 36,500,000; less IDR 1,000,000 supplies equals IDR 35,500,000. The bank receipt of IDR 35,500,000 is therefore explained by the selected evidence in this example. It does not establish which amount should be used for any PHR purpose. A qualified adviser must review the invoices, charge descriptions, operating structure, local rules and period.

What owners get wrong

Correction 1: “The bank receipt is the revenue.” A net payout can conceal gross guest charges, commissions, refunds and reserves. Keep the booking-to-bank bridge and reconcile the total to the statement.

Correction 2: “The repeated percentage settles the question.” A remembered rate or an online headline cannot establish whether the charge applies, who is responsible, what base is relevant or whether the property’s circumstances differ. Record the facts and ask a licensed adviser to confirm the current position.

Correction 3: “The manager’s monthly statement is enough.” A statement is useful evidence, but it may not show every booking, cancellation, tax description, supplier invoice or owner liability. Request the underlying booking and settlement schedules and document unexplained differences.

Records for different booking channels

Online travel agencies: save reservation exports, payout statements, commission invoices, adjustment reports, cancellation details and currency conversion information. Match the settlement date to the bank date, allowing for timing differences rather than forcing a match.

Direct bookings: retain the guest invoice or confirmation, payment processor receipt, bank statement and refund authorisation. If cash is accepted, use sequential receipts and a dated cash count. Avoid describing a payment as tax merely because the guest paid a round number.

Management companies: preserve the management agreement, owner statement, booking report, fee invoice, supplier invoices and remittance advice. Clarify whether the manager acts as an agent, collects amounts for the owner, or operates under another arrangement. That is a contractual and tax question, not something bookkeeping can decide.

Longer stays or mixed use: mark owner stays, complimentary nights, maintenance blocks and cancelled reservations separately from paid guest nights. A calendar alone does not prove revenue. Keep the supporting correspondence and explain why a date range has no guest receipt.

Printable PHR evidence checklist

Print or copy this list into the monthly close file. Tick each item, write “not applicable” where appropriate, and assign an owner to every unresolved item.

  1. Identify the villa, operating entity, bank account and reporting period.
  2. Export booking, guest folio and settlement data from every booking channel.
  3. Collect direct invoices, processor reports, receipts and refund approvals.
  4. Obtain the management statement, agreement, fee invoice and remittance advice.
  5. Separate gross guest charges, commissions, refunds, reserves and supplier deductions.
  6. Mark any amount described as tax, service charge, cleaning fee or deposit.
  7. Reconcile each payout or batch to the bank statement by amount and date.
  8. List deposits, owner transfers, personal spending and inter-account movements separately.
  9. Record missing documents, timing differences and classification questions in an exceptions register.
  10. Preserve source files with download dates and clear file names.
  11. Send the evidence pack and open questions to the responsible tax adviser for review.
  12. After the position is confirmed, document the agreed recurring bookkeeping treatment without presenting it as legal advice.

A practical monthly close should leave a reviewer able to follow a transaction from reservation to settlement to bank receipt. It should also show what remains uncertain. The objective is not to manufacture certainty by inserting unsupported amounts; it is to make the evidence, assumptions and missing records visible.

If records span several periods, plan the work around the available bank statements, platform histories and management schedules. An onboarding period can be adapted to the age and condition of the records; it is a planning approach, not a guaranteed turnaround time. Preparation and any submission work require the responsible authorised person and a separate engagement, rather than being automatic inclusions in monthly bookkeeping.

Owners who want to discuss record preparation can use the Bali tax compliance service page to understand the scope. A separately agreed Client Advisory engagement may be appropriate where the facts require interpretation, confirmation or submission work.

Frequently asked questions

Does every Bali villa have the same PHR treatment?

No conclusion should be drawn from the property label alone. The operating entity, location, activity, booking arrangement, guest charge and current local rules may affect the analysis. Give a qualified adviser complete records rather than relying on a standard percentage.

Should PHR be recorded as villa revenue?

Do not decide from the bank receipt or a generic chart of accounts. First identify how the amount was presented, collected and supported. Ask the responsible accountant or tax adviser whether it is revenue, a liability, a collection for another party or another category.

What if the platform does not show a separate PHR line?

Keep the reservation, fee, settlement and bank evidence and mark the missing description as an open question. Do not invent a separate tax amount by applying an assumed rate to the payout. Request clarification from the platform, manager or qualified adviser.

Can a management statement replace booking records?

Usually it should be treated as one part of the evidence pack, not the entire pack. Compare it with booking exports, fee invoices, supplier support, remittance advice and bank movements, and record any unreconciled difference.

What should an owner do when earlier records are missing?

Start a missing-document register, obtain bank and platform histories, preserve available correspondence, and label unsupported items clearly. A catch-up review can establish an evidence-based opening position, but it should not turn estimates into confirmed facts without adviser review.
